Meaningful support required in Budget 2024 to ensure a sustainable transport system, capable of meeting the country’s future transportation needs – CTTC 

The Coach Tourism and Transport Council calls for an extension of VAT71 relief, inclusion in fare reduction schemes and an increase in the AFHDPG Scheme for a thriving transport ecosystem  

The leading representative body for commercial bus and coach operators in Ireland, The Coach Tourism and Transport Council (CTTC) has today released its pre-Budget 2024 submission, outlining a number of key proposals aimed at enhancing Ireland’s transport sector and encouraging public usage of mass transportation services. 

The submission proposes several transformative initiatives carefully curated following extensive engagement with operators, in order to ensure the sustainability of the existing transport system to include;   

  • The inclusion of CBOs in fare reduction schemes and the National Fares Strategy to ensure greater passenger journeys and a move away from private cars 

  • Extension of VAT71 relief to all categories of buses which will incentivise the purchase of newer, more environmentally friendly alternatives while reducing Co2 emissions and decarbonising the national fleet 

  • Increase in the allocation of funding under the Alternatively Fueled Heavy Duty Vehicle Purchase Grant Scheme to encourage the shift to carbon neutral alternatives 

  • Enhancement of the current network of Quality Bus Corridors along the arterial routes into major cities  

  • Meaningful support for the industry in the recruitment of staff     


The CTTC maintains that the measures contained in the submission are required due to the increased pressures experienced by commercial operators in terms of the decarbonisation of transport, recruitment and retention, unfair competition, wage, fuel and price inflation. The representative body contends that these targeted measures are necessary to ensure that the country has a fit-for purpose, sustainable public transport system to cater for our growing population.  

Speaking about the significance of the proposals contained in the pre-Budget submission, Willie Martin, Chairperson of the CTTC, said “Our proposals for Budget 2024 are designed to drive positive change in Ireland’s transport industry and pave the way for a sustainable and efficient future. As enablers of change we need to ensure government is listening to our concerns, and our proposed solutions, so we can create an inclusive transport ecosystem that benefits both operators and commuters alike, while helping government to meet its decarbonisation targets.”
