Dublin Port Company (DPC) is developing Dublin Port in accordance with Masterplan 20401. The Masterplan has two objectives firstly, to provide capacity to cater for growth in cargo volumes to 2040 and, secondly, to re-integrate Dublin Port with Dublin City. DPC proposed in the Masterplan to develop new berths at North Wall Quay Extension (NWQE) suitable for cruise ships and this proposal was explicitly in support of the second Masterplan objective of re-integrating the Port with the City.
